No. California ADU law does not allow a local agency to require replacement parking when a garage, carport, covered parking structure, or uncovered parking space is converted to an ADU or removed in connection with an ADU.
Yes. While an existing garage can qualify for streamlined ADU provisions, the converted space still needs to meet applicable building, health and safety, and fire requirements for residential use. Depending on the garage’s existing condition, upgrades may be required as part of the conversion.
Generally, an ADU created entirely within an existing accessory structure does not need to meet new side or rear setbacks.
